Quentin Gliech c471e84697 Bump cibuildwheel to 3.0.0 to fix the building of wheels (#18615) ... Fixes https://github.com/element-hq/synapse/issues/18614 This upgrade CIBW to 3.0, which now builds using the manylinux_2_28 image, as the previous image is EOL and not supported by some of our dependencies anymore.
